The Director of the Intelligence Division presents

his compliments to the Under Secretary of State for the

Colonies, and begs to forward for his information the attach-

ed copy of a translation of an intercepted letter from the Shanghai Branch of the Hamburg America Line to the Head Office

at Hamburg.

Captain Hall hopes that if these statements are

facts, the Steamship Line will be invited to discontinue

visits to Hong Kong.

A similar copy has also been sent to the Foreign

Office and the War Trade Intelligence Department.
